Yuan Yingke, Secretary of the Party Committee of the School of Humanities of North China Electric Power University and Director of the Master of Law Education Center, Wu Wei, Deputy Secretary of the Party Committee of the School of Humanities of North China Electric Power University, Zhao Xuguang, Deputy Dean of the School of Humanities of North China Electric Power University and Deputy Director of the Master of Law Education Center, Professor Du Bo, Director of the "carbon neutrality" Legal Research Center, Wo Xingwei, Chairman of Beijing Huawo Legal Network Technology Co., Ltd., Cao Yu, Chief Editor of Sobi Photovoltaic Network, Huang Yinhua and Zhang Lexiang from Beijing Huawo Fawang Technology Co., Ltd. attended the meeting. Yuan Yingke introduced the development of the College of Humanities of North China Electric Power University to the guests. He introduced the current situation and future development ideas of the College from three aspects of comprehensiveness, research and characteristics. He said that in order to improve the contribution of the College to carbon neutrality and improve the social service ability of the College, on July 14, 2021, the College set up the carbon neutrality legal research center. The establishment of the center was just in time, and it would help the discipline development The implementation of the school's "dual carbon" action plan is of great significance. We hope that all partners can provide suggestions and support.
Wo Xingwei introduced the company overview and cooperation vision. Beijing Huawo Legal Network Technology Co., Ltd. has established a national professional legal service network with abundant lawyer resources. It has cooperated with universities to build three think tank research centers. Wo Xingwei said that he attaches great importance to the "carbon neutrality" legal research center jointly built with the Humanities College of North China Electric Power University, and will fully participate in the construction and development of the center.
Cao Yu introduced his own experience and company situation. Soapy Photovoltaic Network has been engaged in the photovoltaic industry for many years, dedicated to clean energy and energy conservation and emission reduction. Cao Yu proposed that this is a new development period for energy and electricity, and hopes to form a joint effort between schools and enterprises, strengthen top-level design through cross-border integration, and make practical achievements to contribute to the "dual carbon" goal.
Du Bo introduced the background, goals, and future work arrangements of the research center. She stated that in the past year, the center has achieved certain results in policy research and legal consultation in the photovoltaic industry. In the future, the center will continue to strengthen cooperation with photovoltaic enterprises, gradually expand legal research in new energy such as wind and hydropower, provide practical platforms for students, provide legal services for enterprises, and provide advice and suggestions for the "dual carbon" goal.
Subsequently, the leaders of both parties had a thorough discussion on the cooperation mode and development construction of the center. Zhao Xuguang stated that the college will provide sufficient research strength, industry strength, and talent resources for the center; Cao Yu expressed the hope that everyone can jointly transform industry experience into theoretical guidance in the construction of the center; Wo Xingwei expressed that he hopes that the sparks of the collision between new energy and law can gather more legal talents and provide professional legal consulting services in line with changes in the times. Yuan Yingke concluded that the center should focus on "dual carbon" legal and strategic research, create a research-oriented institution, operate in a project-based manner, and deepen cooperation among the three parties. The center will definitely have great potential.
To achieve the "dual carbon" goal, legal protection is indispensable. The "carbon neutrality" Legal Research Center will coordinate all parties, integrate resources, give full play to the respective advantages of the college and enterprises, and contribute to the school's "double carbon" action plan and the college's "14th Five Year Plan" blueprint.
